Parker County court calls Nov. 4 bond election for $104.755 million jail

Parker County Commissioners Court voted unanimously Aug. 18 to call a bond election on Nov. 4, 2025 for Proposition A, a $104,755,000 bond to fund a new jail.

The County Judge made the motion and the court approved it 5–0. County financial advisor George Williford of Hilltop Securities presented updated debt-service modeling showing the jail’s share of a combined package would be about 1.81¢ of tax rate—roughly $18.10 annually for a property with $100,000 in taxable value. "The projected tax impact is just under 5¢," Williford said, describing a total modeled impact of about 4.99¢ per $100 of taxable value across both propositions.

Williford said modeling assumed conservative interest-rate and taxable-value projections that include growth in taxable value; he noted the county projects higher taxable-value growth in early years that would reduce the required tax rate if it materializes. The court’s motion followed a briefing in which Williford and bond counsel were available to answer questions and distribute updated packets to commissioners.

The County Judge framed the schedule and public-safety rationale for the project, saying public safety is the county’s top priority. "Number 1, first and foremost, the priority is public safety, and we have to take care of our people," the judge said.

Next steps: the court has authorized staff to proceed with calling the election; the ballot will include Proposition A for the jail at the Nov. 4, 2025 election. Residents were offered printed copies of the modeling and may contact their commissioner or the judge with questions.
