Doug Kinniburgh presented a proposal to create a Local Federal Aid Preliminary Engineering (PE) Grant Program that would use $1.94 million previously programmed for a Douglas County bridge. The Department said it received a federal grant to assist with the Platte–Winner Bridge replacement on SD44, and the award made available funds that can be repurposed to support local governments in conducting surveys, hydraulics, design and environmental assessments so projects will be ready for letting if future funding is secured.
Commissioner Don Roby moved to approve the Local Federal Aid PE Grant Program to repurpose the $1.94 million; Commissioner Jaf Karim seconded and all present voted aye. The action reassigns the previously programmed local allocation to a competitive PE grant opportunity for local governments to advance project readiness.
