Commission approves transfer of Captain Soelzer Street property to City of Summerset

The South Dakota Transportation Commission approved transfer by resolution of multiple right-of-way parcels, including portions of Captain Soelzer Street, to the City of Summerset and agreed to a payment of $214,348 to balance values. RESOLUTION #2026–6.1 was adopted.
The South Dakota Transportation Commission voted June 25 to transfer several parcels of highway right of way and related maintenance responsibilities to the City of Summerset. Mike Behm, Director of the Division of Planning & Engineering, presented a Joint Powers Agreement that moves ownership and jurisdiction of portions of Captain Soelzer Street to Summerset and transfers maintenance and jurisdiction of JB Road to the city while retaining the State’s right-of-way interest for JB Road.
Behm told the Commission the Department valued the jurisdiction, operations, replacement, repair and maintenance responsibilities for JB Road at $277,668 and for Captain Soelzer Street at $361,680; under the agreement the City will receive $214,348 from the State to equalize the exchange. The Commission approved the transfer by voice vote (motion by Commissioner Mike Vehle, seconded by Commissioner Larry Nelson), and RESOLUTION #2026–6.1 was adopted.
The parcels described include multiple lots in Township 2 North, Range 7 East in Meade County; the Department’s Rapid City Region and Area offices recommended the action. The Department indicated the transfer also implements a sale of previously approved excess state real property appraised at $425,000 as part of the same agreement.
