Staff presented the city’s policy for funding outside nonprofit organizations and summarized six requests for FY 2025. The adopted policy caps general-fund support at $25,000 with a $5,000-per-organization maximum and requires applicants to be 501(c)(3), have a local headquarters or operating branch, directly serve city residents, and demonstrate financial solvency and a minimum three-year operation in certain cases. If council funds all six qualifying organizations under the general-fund cap, each would receive roughly $4,166.67.
Councilmembers debated whether to make exceptions for organizations with a history of service, noting Love Weatherford’s contributions but also the need to apply a newly adopted policy consistently. Several councilmembers (including Councilman Smith and others) recommended allocating the $25,000 to qualifying applicants while excluding Love Weatherford this funding cycle; the motion to adjust the budget accordingly carried on the council vote. Staff indicated hotel-occupancy-tax-funded requests are not subject to the $25,000 cap and will be considered separately.
