Board debates pausing Baylor Park adoption but keeps it on consent agenda

During the consent-agenda review on June 2 Commissioner Uterman asked whether the board should pause action on the Baylor Park item (agenda reference 2.8) until a broader 3 Rivers discussion takes place. Uterman suggested a short delay would avoid stepping ahead of larger regional conversations and change the taxpayer exposure assessment.
County staff replied there would be no additional cost to adopting the plan at this point in the adoption process (the primary costs were incurred earlier in planning). Other commissioners, including one who noted the park commission had toured the site, argued that pausing would slow progress and that the county has invested time and resources to reach this stage. After discussion the board left Baylor Park on the consent agenda and approved the entire consent agenda by voice vote.
