Public hearing details SRF loan and grant scenarios for Crooks water and sewer project

The City of Crooks held a public hearing on State Revolving Fund (SRF) applications for combined clean-water and drinking-water projects affecting 4th Street, Park and 1st Avenue. Mike Burke, the presenter, laid out projected loan amounts and the effect of grant funding on user surcharges.
"So to start, for the clean water, the total loan amount, if we get it at a 100%, will be up 3,030,000," Mike Burke said, and he gave the projected per-user surcharge under different grant scenarios: about $44.28 at a 100% loan, $33.21 if a 25% grant were awarded, $22.14 at a 50/50 split, and $11.07 with a 75% grant. For the drinking-water phase Burke gave parallel numbers: a 100% loan would add roughly $29.88 per user, falling to $7.47 with a 75% grant.
Burke said grant awards depend on comparative metrics across applicants and noted that applying in the current cycle gives the best chance to maximize grant funding: "Applying right now at this first round... gives us the best chance to try to get as much grant for the project as possible." He explained that reviewers weigh current surcharge rates among other factors when scoring applicants.
The hearing closed after council questions about representation at the state review meeting and whether staff or engineers should attend to thank the review board if funding is awarded. The council then returned to other agenda items; resolutions authorizing the SRF applications were later moved and approved.
