The Payson City Council on Monday approved amendments to the fiscal‑year 2025–26 budget after a staff presentation and a brief public hearing.
Kathy, the city's finance director (S7), told the council the changes are largely technical and compliance‑driven. She said staff discovered that only the commercial portion of public‑safety impact fees can be applied to the city’s anticipated fire truck, and therefore proposed an internal transfer: “we expect an audit on impact fees this year, we're gonna transfer funds from the revolving loan fund back to the park or the public safety impact fees,” with the fire department repaying that internal loan over time.
Councilors pressed for clarity about the fire‑station financing. One council member (S2) underscored the city's prior commitment: “The property tax increase that we approved, that's the money right there going straight to the fire station just like we promised.” Council members also approved moving property‑tax proceeds previously earmarked for debt service into the capital fund to be held until bonding occurs.
The amendments also reallocated unspent funds in the Petite Meet budget so the pool floor can be epoxy‑coated this year. Staff said a further open budget session is scheduled in June to reconcile accounts and meet state audit requirements.
The council opened a public hearing on the amendments; with no members of the public speaking on the item, S2 moved and S8 seconded approval. The motion carried on a roll‑call vote.
