Kevin Massengill told the board the FY2027 draft funds a part‑time emergency manager position and recommends converting a part‑time EMT role into a part‑time logistics technician to improve equipment oversight, maintenance and supply management. Massengill said the changes would increase preparedness while limiting full‑time personnel costs.
Massengill also proposed reassigning one emergency communications officer into a training supervisor role to address growing complexity in the county’s 9‑1‑1 system and strengthen dispatcher training. He noted the county budget includes a scheduled maintenance contract increase for Motorola Solutions tied to the recent radio system upgrade.
