CIP prioritizes courthouse work, school renovation; $5M SCAP grant for school project may be at risk

County Administrator Kevin Massengill outlined the FY2027–2036 Capital Improvements Plan and said urgent projects for the coming year total about $17.7 million. Key projects highlighted include mechanical, electrical and plumbing renovations at the courthouse, demolition of older buildings to create parking and consolidate landfill operations, replacement of two tankers (estimated about $1.5 million), cardiac monitors, and a proposed Midway Elementary gym floor replacement.
Massengill said the CIP also includes a large proposed renovation for the Dinwiddie Bridal School (school renovation) that the county and school system had sought to advance with a School Construction Assistance Program (SCAP) grant of $5 million. He warned the board that the grant timing and state spending requirements may jeopardize the award if not resolved.
The CIP presentation explained project prioritization (year 1 urgent; years 2–3 high priority) and said the planning commission recommended the CIP. Funding for the urgent-year package is proposed to come from a mix of cash (about $2.4 million) and borrowing (about $15.3 million); final funding and project timing depend on board decisions and any grant outcomes.
