County Administrator Kevin Massengill told supervisors the FY2027 proposal includes a one‑step cost‑of‑living increase across county employees, social services staff and constitutional officers equal to a 2.832% adjustment. Massengill characterized the step increase as necessary to maintain and attract staff and to be fiscally responsible.
"So, what this year what we're doing when it comes to salary and benefits is for the we're gonna look at cost of living increase for the county, social services, our constitutional employees. So really, you're you're looking at a 1 step increase. So that's a 2.832% increase for all county employees, which is figured into this budget," Massengill said.
Massengill also said the county expects health insurance costs to rise 12.6% this year and that the five‑year cumulative increase is about 43.5%. He noted that, while higher than recent single years, Dinwiddie’s projected increase is lower than averages Massengill cited from a regional planning meeting.
The board did not vote on compensation at this hearing; Massengill said the budget, including compensation and benefit adjustments, will return to the board for formal action at the May 5 meeting.
