Dinwiddie County unveils $69.9 million FY2027 budget; public hearing draws no speakers

County Administrator Kevin Massengill presented the proposed FY2027 budget and the FY2027–2036 Capital Improvements Plan to the Dinwiddie County Board of Supervisors on April 28, 2026, saying the draft totals about $69.9 million in revenue. Massengill said local revenues—chiefly real estate and personal property taxes—comprise roughly $61.2 million, or about 88% of the draft total.
"What the goal is tonight is to receive input from the public, and then deliberate," Massengill told the board during the presentation. He reviewed the budget schedule and reminded supervisors that the board elected earlier to keep 2026 tax rates unchanged; formal action on the FY2027 budget is scheduled for a special meeting at 4 p.m. on May 5, 2026.
The budget presentation highlighted both operating priorities and capital needs. Massengill said about 60% of the general fund supports county operations and the school system transfer is roughly $17.3 million. He also noted the urgent-year CIP request totals about $17.7 million, of which approximately $2.4 million would come from cash and the remaining $15.3 million would be financed through borrowing.
No members of the public registered to speak for either the budget or the CIP during the public hearing; the chair closed each hearing after confirming there were no sign-ups. The board then discussed the presentation briefly, offered thanks to staff, and unanimously approved a motion to adjourn. The board did not take a vote on the budget at the public hearing.
