Council voted to conditionally approve a preliminary plat (Resolution 2026-189) and then approved the final plat for Highland Enterprises LLC, allowing a two-lot subdivision intended to host a VA clinic and a detention outlot.
Planning Director Jeff Ray told council that existing infrastructure is in place and that the private owner will lease the building to the VA, which means the property will generate property tax revenue. Councilmembers described the clinic as a positive development that should reduce travel for veterans seeking services outside Fremont. Council approved both the preliminary and final plats by 8–0 votes.
Staff said the site will serve Fremont and Dodge County and recommended approval with a maintenance covenant for the detention outlot.
