Residents Urge Moratorium on Battery Storage and Raise Concerns About Wind/Solar Projects; Ordinance Scheduled for Aug. 5

During public comment, several residents urged the board to take action on wind and solar development and battery storage. Deb Grider asked the commissioners to remove a BZA appointment (Daniel Schriver) and to remove Area of Planning and Zoning Executive Director Anne Owen; she also asked Commissioner Dan Borgenheimer to decide on a moratorium for battery storage.
"Asking for a decision from Borgenheimer for a moratorium for battery storage," Grider said. Other commenters, including Todd Glancy, presented a three-part set of concerns related to ordinance revision, appeal limits and BZA conduct. Michael McClain asked when the Wind/Solar ordinance would be presented; President John Lancaster replied it will be presented on August 5, 2025. The commenters’ requests were recorded in the minutes but no immediate moratorium was enacted during the meeting.
The public comments also included safety and due-process concerns: Jacqueline Cansler presented a "Notice and Demand to Cease and Desist Using Public Money for Non-Public Purposes," and Elaina Hutchson suggested BZA members should recuse themselves from cases where conflicts exist. Commissioners did not take immediate action on removals or a moratorium during this session.
