The Floyd County Council approved Ordinance 2025-12 on first reading at a special meeting Aug. 25, voting 5–1 to establish an $8 vehicle excise surtax and a $22 per-vehicle wheel tax. The council estimated the measure would generate approximately $2.2 million in revenue.
Matt Millies moved to approve the ordinance; Dale Bagshaw seconded. The roll-call vote recorded Denise Konkle, Danny Short, Dale Bagshaw, Sam Sarkisian and Matt Millies in favor and Tony Toran opposed. Council President Danny Short said the ordinance will return for a second reading on Tuesday, Aug. 26 at 4:00 p.m.
A resident who spoke during the public hearing asked how the funds would be used; Short offered to meet with her after the meeting to answer questions. No formal allocation of the revenue was adopted during this session. The council did not take a final adoption vote; the Aug. 26 meeting will complete the ordinance process.
The motion on Aug. 25 constitutes a first-reading approval and moves the ordinance forward per the council's published schedule.
