Committee okays rollover and opioid funding to support Costa Trinity drop-in program

Steuben County’s Community Services secured a $57,436.17 rollover from 2025 and a $45,000 allocation from opioid-settlement funds to restore half of the Costa Trinity program’s 2026 operating budget as staff said the program is moving toward sustainability after 2.5 years of operation.
Community services staff told the finance committee they have been working to make the Costa Trinity drop-in program in Bath (with activities also in Hornell) sustainable and requested two related appropriations: a rollover of $57,436.17 in unspent 2025 funds and a new $45,000 allocation for 2026 from the county’s opioid-settlement fund.
The community-services representative said the program has been running 2.5 years and “from the 1st year to the 2nd year, they were able to decrease the budget by 50,000,” and that the additional opioid funds would round the program out to cover half of the operating budget next year. Committee members asked staff about overall opioid-fund balances and were told the available balance was $286,470.23, leaving adequate funds to cover the request. Members moved, seconded and approved both the rollover and the new allocation; one member registered an opposed vote on the opioid allocation for the record.
Separately, staff described a transfer moving unmet-need federal pass-through lines into the expense line for the Hornell Senior Center; that transfer was also approved.
