Social Services accepts $47,814 SAEF allocation; committee discusses warming center usage and 211 coverage

The Finance Committee accepted and appropriated a New York State Shelter Arrears Eviction Forestallment (SAEF) allocation of $47,814 for Social Services; the motion was made by William Thew, seconded by Robert V. Nichols and carried 4-0.
During the Social Services portion of the meeting, members asked about the county warming center. Mr. Nichols asked whether the county is seeing savings; Ms. Reynolds said savings have not yet been calculated but staff have used the warming center to place Temporary Assistance or Safety Net individuals. Mr. Wheeler noted that "the cost per night at the warming center is less than a placement in a hotel" and that, after March, the county expects to have enough data to quantify savings. Legislator Kelly H. Fitzpatrick raised that she heard an overdose call on the scanner linked to the warming center and asked about 211 coverage; Ms. Reynolds and Mr. Wheeler said there have been drops in 211 coverage during high call volume and when new staff are on duty, and that calls sometimes route to Rochester.
