Board renews Giltner Event Site permit with limits on amplified events and new monitoring requirements

The Board approved MSC2025‑0052, the 2025 annual monitoring review for the Giltner Outdoor Event Site (CUP2015‑0001), with amended conditions addressing event counts, amplification and monitoring requirements.
Senior Planner Chandler Windom presented the review. The approved conditions for the summer season (April 15–Oct. 15) allow up to eight events, of which no more than six may be amplified; at least two events during that period must be unamplified. In addition, the Giltner Site may host one nonprofit event annually beyond those eight, subject to the same conditions. The applicant must submit an annual monitoring report by Dec. 1 listing scheduled events, whether amplified, attendance estimates, any complaints, and any mitigation steps taken. The conditions also require implementation of best management sound practices at source and placement of speakers facing north away from residential areas.
Representatives for Snake River Ranch and neighboring property owners spoke; public commenters included Steve Feldman and a read comment from Jimmy Chin. The Board's motion approved the annual monitoring and the listed condition amendments.
