Planning staff presented the city's updated residential land-use inventory (snapshot as of December 2025) and walked commissioners through unit counts, vacancy data and projections. Jackie Larcheva, planning technician, said Sanibel's inventory identifies 7,822 dwelling units: roughly 4,092 single-family and duplex units (52%) and 3,730 multifamily units (48%). The inventory lists 406 vacant lots (parcels with no structure) but cautions that the dataset is aggregate and not a parcel-by-parcel buildability analysis.
Larcheva said staff projects about 1,178 additional units at build-out (an approximate build-out total of 9,000 units) based on the city's development-intensity map; she noted those projections may change with permits, demolitions and ongoing updates. Staff reported that 87% of multifamily units are within the resort-housing overlay and that the planning department is working to integrate the inventory with SANDCAP 360 (data platform) using Hammerhead Technologies.
