Mayor Miller: council tables two land-use items, backs stormwater study and budget with 2.5-mill preliminary rate

At the start of the Planning Commission meeting Mayor Miller summarized last week's City Council action, saying council tabled proposed ordinance 26-30013 (a density increase for the CHR Riverview 2 project) and deferred a possible revision of the below-market-rate housing (BMRH) eligibility in Land Development Code Chapter 102 while Lee County raises fair-housing compliance questions. Council suggested a joint workshop with the Planning Commission, with dates now targeted for Aug. 26 or 27.
Miller also said the council approved first reading of Ordinance 26-011 addressing speed limits on Sanibel roads and reported council accepted a consultant report on a proposed roundabout for the Causeway/Periwinkle intersection, preliminarily agreeing to place an advisory referendum on the March 2027 municipal ballot. On fiscal matters Miller said the city received preliminary valuations from the Lee County property appraiser (July 1) showing an 8.15% increase, and council adopted a preliminary operating millage rate of 2.5 mills, which staff said would result in an estimated additional $1,000,000 in levy and total collections of about $14.7 million; the budget includes $13.6 million in reserves, about $6.9 million of which are disaster reserves.
