Dinwiddie County supervisors unanimously approved a resolution July 21 supporting a Smart Scale grant application to extend the Albemarle Street right‑turn/merge lane where traffic from the I‑85 northbound ramp meets Route 1 north.
Planning Director Mark Bassett explained the project’s purpose is to provide a longer merge area and a dedicated right‑turn lane to improve safety and reduce congestion where the I‑85 ramp meets Route 1. Bassett said the county had advanced the project through the initial phase and that the Richmond‑area MPO committed $1,000,000 in leverage funding to strengthen the application; he said the county planned to submit the application on August 3 and expects a Commonwealth Transportation Board decision in early 2027. "We got $1,000,000 dedicated to our project at the MPO level," Bassett said. The board passed the resolution of support by roll call (all voting aye) to allow staff to proceed with the Smart Scale submission.
Staff and board members emphasized continuing coordination with VDOT and the MPO to refine scope and cost‑benefit metrics required for competitive scoring in the Smart Scale process.
