City auditor presents 2025 audit and preliminary 2027 budget; council weighs mill levy changes to fund pool reserve

City Clerk Christina Redger was assigned to schedule a formal Hearing to Exceed the Revenue Neutral Rate in the window between August 20 and September 20; Council indicated the hearing will occur within that statutory window. City Administrator Dean Cordes and Hay noted the proposed changes are preliminary and will be refined during budget preparation for 2027.
