Chip Bain questioned enforcement—"Who's gonna police it?"—and raised concerns about dirt placed on the adjacent railroad right‑of‑way.
Other speakers urged caution because the site is in a historic, walkable courthouse area near the library. The applicant and the current property owner responded that the parcel has a long history of commercial activity; the current owner said past operations included extensive vehicle traffic and that VDOT had approved access historically. Commissioners factored both the neighborhood concerns and the site's commercial history into their deliberations.
