Council adopts Northwest Park master plan; construction not expected this fiscal year

Staff updated the advisory board on the Northwest Park master plan the city council adopted on April 8. The preferred concept shows parking, a '3 Sisters' bouldering element, playscape components, perimeter walking paths and an optional basketball court; plan variations include a smaller restroom and a version with a picnic shelter. Staff said the plan is refined but not construction-ready and that council goals include developing a funding plan and further design work next fiscal year.
Staff also briefed the board on a related urban growth boundary (UGB) amendment covering roughly 318 acres east and southeast of town that remains under city and county review and is scheduled for the City Planning Commission on May 21; area planning, annexation requirements and community input will follow if the amendment moves forward. Speaker 4 noted mayoral input suggesting a sledding berm and urged adding a picnic shelter to maximize the restroom investment.
