Zach, the district’s data presenter, told the Franklin Board of Education the 2025–26 stretch targets were not met across reading and mathematics but that gains occurred in several grades. He reported participation rates near 98–99% and gave an example that reading group A had a target of 48% and an actual result of 45%, a shortfall of 3 percentage points, while mathematics group A missed its 65% target by 27 points (actual 38%).
Zach emphasized he presented descriptive, not evaluative, information and walked the board through cohort counts behind the percentages. “That represented 4 students out of the entire grade level” at the beginning of year for kindergarten mid-or-above band, he said, and later noted the same band represented 98 students at year end. He recommended discussing two paths for future targets: retain a statistically based (conservative) approach or set more aspirational percentages for stretch goals.
Board members probed the data source and interpretation; Dr. Kellogg and others cautioned that different screeners (iReady, DIBELS, MRI/MAP) produce non‑comparable snapshots and urged caution when comparing instrument outputs. Zach said his five‑year rate-of-return calculations show small annual gains (ELA about 2–3% per year; math generally 1–5%) but that recent years show the district hitting fewer of the stretch components.
