County moving forward with River Road walking trail; $88K from residual fund

County staff (speaker 9) briefed the commission on the River Road walking trail planned for FY27. The project was described as funded from residual fund balance (about $88,000), with a trail length "just a little over 0.5 a mile," a 10-foot width, mulched surface intended to preserve a natural character, and a gravel parking lot. Staff said the county engineer drew a parking-lot scope that will go to formal bids and that the project currently requires VDOT approvals for the parking-lot work.
"Right now, it is still going through the approval process through VDOT," the presenter said, noting the trail is in procurement and that staff can provide scope drawings to commissioners by email. Commissioners asked whether the trail surface would be mulched versus hard-surfaced and about parking access; staff confirmed a gravel lot is planned and the trail itself will be mulched to keep it as natural as possible.
