County staff details $15.26M courthouse renovation as FY27 CIP priority

County staff presented a proposed $15,260,000 renovation for the newer county courthouse as one of the top FY27 projects in the Capital Improvements Plan. Massengill (speaker 6) said architectural firm HBA Architecture evaluated the building's mechanical, electrical and plumbing systems and recommended substantial replacement and aesthetic updates, including a vestibule to improve queuing and interior staff-space adjustments. "This is one of those projects that... the circuit court judge does have the authorization to order these types of improvements," Massengill said, noting the county pursued a space-needs assessment alongside mechanical work.
Massengill said the county would likely finance the project through pooled borrowing (Virginia Resources Authority) and that bond modeling by Davenport & Company indicates the courthouse work, as presented, would not require a tax increase. He added officials are also exploring whether combining borrowing for the courthouse with a later school project would be fiscally advantageous but cautioned that any borrowing that required a tax-rate change would need Board of Supervisors approval.
The planning commission reviewed the project details and asked questions about scope and timing before recommending the overall CIP package to the Board of Supervisors.
