Council tables proposal to dissolve Floyd County Solid Waste Management District after mixed remarks from public and members

Councilors heard a proposal June 24 that a private firm could provide current curbside collection for an estimated $135,000–$180,000 per year, not including electronics or hazardous waste, and discussed potential savings and liability reduction if the Floyd County Solid Waste Management District were dissolved.
"This could be a savings of $150,000.00 and unload some of the liability," Commissioner Al Knable said while describing the private estimate. Council member Tony Toran responded that Solid Waste is an asset to the community and asked whether the district had been approached to find alternatives. Jason Sharp said Solid Waste Director David Massengill has stated there is limited room to make cuts.
The council voted to table Ordinance 2025-09 to the next council meeting; the motion passed with Tony Toran and Jim Freiberger opposed. During public comment, Daniel Harris urged the council to have an alternative solution in place before taking action, and Laura Riggle, a Solid Waste operator and educator, cautioned that ending the district could halt recycling services and harm operators.
No final action to dissolve the district was taken; the ordinance was deferred for further consideration and stakeholder outreach.
