Former Aspen chef seeks license to open cannabis consumption club at Armory

During the citizens' comment period, Francis Stuckins, a longtime Aspen chef and operator at Carl’s Wine Cellar in the Vortex, renewed a proposal to open a cannabis consumption club on the Armory’s top floor.
Stuckins said he would file an application with the Colorado Marijuana Enforcement Division for a marijuana hospitality-business license and that Green Cuisine Aspen could operate the proposed club as a food-and-drug business. "I have before me the Colorado Marijuana Enforcement Division's application for marijuana hospitality business license," he told council. City staff and council members responded that Armory programming is still in process and that the top floor had been shown in plans as two restaurant spaces and bars; staff noted that authorizing a new local license type would require amending the city code (an ordinance) and coordination with the clerk's office.
Council members did not take action on the suggestion. Stuckins said he would continue to pursue the application and keep council updated.
