Harris County Flood Control official outlines CDBG-funded projects; Genoa Red Bluff flagged as $48 million regional project

Jeremy Ratcliffe of Harris County flood control briefed the committee on projects funded with Community Development Block Grant (CDBG) and CDBG-MIT dollars that touch La Porte and nearby areas.
Ratcliffe said Brooklyn Phase 2 is under construction (sanitary sewer work and partial lane closures) with roughly 238 days remaining on that contract and an anticipated December completion. He also announced a May 26 groundbreaking at the Brooklyn site that will include remarks from the mayor, a council member and a commissioner.
On larger regional work, Ratcliffe told the committee the Genoa Red Bluff Regional Stormwater Detention project is a major effort: "Genoa Red Bluff Regional Stormwater Detention, that's a $48,000,000 project," he said, and he indicated advertising is under way with construction likely to start in June or early July. Ratcliffe provided countywide context for the program and cited CDBG countywide totals of $322,000,000 and CDBG-MIT of $546,000,000, and noted federal recovery and mitigation funding deadlines of February 2027 and 2028 respectively.
Ratcliffe also described planned vegetation/mowing cycles and offered to coordinate selective clearing where blocked channels threaten flow. The committee asked staff to follow up on specific channel locations identified during the meeting.
