The Planning Commission recommended approval of a rezoning modification and special‑use permit at the Medley town‑center site (11350 Johns Creek Parkway) that would allow a 175‑room, 6‑story hotel where a 60,000‑square‑foot entertainment venue was previously approved.
Planner Ruchi Agarwal told commissioners the proposal would not change the overall TCX zoning but would replace the previously approved entertainment space with a hotel that includes approximately 5,000 square feet of restaurant space and 8,000 square feet of meeting/event space. Agarwal said the applicant intends to provide 2,599 parking spaces across the development, exceeding the code requirement of 2,336 spaces, and summarized staff traffic analysis that projected 460 fewer daily trips relative to the approved entertainment use while noting slight differences in peak‑hour trips.
Developer representative Mark Toro described the project as a hospitality‑driven complement to the Medley development and said the team closed on the land earlier this year, is out to bid, expects to start construction by year‑end and aims to open in fall 2026. "We're headed to start construction to open in the fall of 2026," Toro said.
Commissioners asked questions about meeting and conference space sizing, whether additional convention capacity would be generated, fire‑department capabilities for taller structures and water/sewer capacity. Staff and a Fulton County representative reported that fire apparatus and county water/sewer review did not identify unresolved capacity issues. Commissioner Holst, referencing local hotel and convention experience, asked about the determinant for room count and how convention demand drives scale; Toro said market demand and operator interviews informed the 150–175 room range.
Commissioner Holst moved to recommend approval of RZ‑24‑00007 and SUP‑24‑0002 with staff recommendations; the motion was seconded and passed 7–0. The commission’s recommendation will be forwarded to City Council for final action.
