The grant agreement provides up to $2,827,074, representing a 75% state match with a 25% local obligation. The Board adopted Resolution No. 10 to accept the grant and authorized Executive Director William E. Foster to execute all necessary documents for the project and to submit reimbursements once PennDOT BOA processes approvals.
The Board then reviewed bid results and accepted Miller Soil Solutions LLC as the apparent low bidder for the construction work at $3,255,727.79 (Resolution No. 11). The Board also approved McFarland-Johnson Task Order No. 9 for construction administration services ($318,664) and authorized the Airport Director to execute that agreement.
Board members emphasized compliance with FAA and PennDOT standards during design and construction; Project planning also included a separate Task Order No. 10 ($12,318) with McFarland-Johnson to prepare and submit a CATEX for a future hangar complex. The contractor will prepare for construction following contract execution.
