Council reviews APHA strategic‑plan update; members raise concerns about 'workforce' framing and income caps

Council and APHA representatives reviewed updates to APHA’s five‑year strategic plan and associated policy work during the Sept. 9 work session. Staff said the current plan—adopted in spring 2020—was being updated and is expected to be finalized in January–February.
Multiple council members expressed concern about a shift in language toward "affordable workforce housing" and about program requirements tied to work hours. The chair said the change in framing risks narrowing who the program serves and urged caution: "I think that calling it workforce housing instead of community housing... is a disservice," the chair said, noting some long‑term community contributors may not meet strict work‑hour screens. APHA staff reported a rental-rate study contract would appear on the Sept. 24 agenda and that the study will evaluate categories and income caps.
Board members and staff told council they have discussed category adjustments and will bring a contract and reporting back to address rents and category definitions. The council also discussed the APHA appointment process and the vacancy left by Allison Bechtash; staff confirmed the position is advertised and candidates may apply.
