Planning commission approves pet grooming SCUP for Fairmont Parkway site

Ramjit said the proposed salon would operate as a low-volume, appointment-based grooming business and recommended approval with mitigation measures. "Operations will be limited to about 3 to 4 dogs on-site at any given time," Ramjit said, and staff emphasized there would be "no outdoor exercise areas, no overnight boarding," and regular sanitation practices.
Applicant Heather Carter spoke for the business and provided her address in Deer Park, saying the leased suite is 1,250 square feet and that the operation will be small: "Just myself and a bather," she said, adding "My goal is to keep it low stress for us and the animals." Commissioners asked how the number-of-animals limit would be enforced; city staff said code enforcement would respond to complaints and enforce any SCUP conditions.
Ramjit also told the commission staff had sent mailed notices to property owners within 300 feet and had received no responses in favor or opposed as of the hearing. The chair closed the public hearing, a commissioner moved to approve SCUP20260004 to allow the pet-care service at the listed address, a second was recorded by Commissioner McCabe, and the chair declared the motion carried.
The approval allows NAICS 812910 within the Neighborhood Commercial zoning district subject to the restrictions noted by staff and consistent with the code footnote Ramjit cited limiting boarding and outdoor holding areas. The transcript records two different HCAD parcel numbers for the property (0231460000798 and later 0231460000789); staff materials should be consulted to confirm the correct parcel number.
Next procedural steps: staff will finalize permit paperwork and the applicant may proceed under the conditions set by the SCUP. The commission wished the applicant luck at the conclusion of the vote.
