La Porte launches Unified Land Development Code update, names advisory committee

City staff and the consultant team introduced a unified land development code (ULDC) update funded by a Texas General Land Office grant. Consultant Steve Sizemore (Kinda Keys Collaborative) described the project approach: streamline and modernize the development code, reduce redundancy between subdivision and zoning sections, create multiple pathways to approval, and align code provisions with the adopted comprehensive plan.

Sizemore outlined a three-module drafting process over roughly 28 months with multiple public engagement opportunities, steering committee meetings, and a code advisory committee that will meet regularly. Staff presented a recommended committee slate of business and development stakeholders, planning commissioners, a realtor and community representatives. Council nominated two councilmembers as the mayor’s appointees and voted to accept the committee list. "We want to make sure that's based on staffing and the review capacity here," the consultant said when discussing implementation constraints. The council and staff indicated multiple public meetings and review periods will follow before any adoption votes.
