Johns Creek City Council approved a resolution to amend the comprehensive plan to incorporate the Medlock at State Bridge revitalization plan and to designate the Regal Cinema parcel with a mixed‑use high intensity future land‑use category.
Director Song explained the amendment updates the future land use map to reflect the adopted revitalization plan and noted that the mixed‑use high‑intensity category provides flexibility for future proposals but does not change the parcel’s underlying zoning; any developer seeking to change zoning would still be required to apply and meet the usual rezoning standards. Song said the change formalizes components of the revitalization plan—open space, pedestrian connectivity, mixed housing types and other elements—into the comprehensive plan as guidance for future rezonings.
Council members asked whether the comp plan designation would allow developers to claim entitlement to higher density; staff and the city attorney said the comp plan is one of seven rezoning review criteria and by itself does not guarantee approval or constitute zoning. Councilmember Skinner moved to approve the amendment and council adopted the change.
Next steps: the comprehensive plan will be updated to include the Medlock revitalization as a supplemental document; any future rezoning proposals for the Regal parcel will proceed through the normal legislative review and public hearing process.
