Council discussed a federal clean-energy grant opportunity that would reimburse up to about $136,000 for eligible activities, and staff asked for council direction on a preferred clean-energy goal to anchor the application.
"It does function on a reimbursement basis," Olivia (staff) said, explaining that the city must submit estimates and would not expend funds until the application is approved. Council members proposed using the grant for electric-vehicle charging at city facilities, solar installations, or energy-efficiency retrofits. Some members favored solar or energy retrofits over workplace EV chargers, citing concerns that workplace chargers see relatively low utilization and that the solar option could directly lower energy costs.
Staff noted tight timing on the application (deadline referenced in discussion as Oct. 31) and said it would assemble rough cost estimates, explore PPA/lease models to avoid upfront capital costs, and return with a short analysis and a recommended goal. Council members generally agreed staff should pursue the grant provided the proposal does not obligate the city to out-of-pocket capital beyond the grant and staff capacity.
No binding commitment of matching dollars was authorized in the work session; staff will research options and report back at the next available meeting or retreat.
