Builder and land developer Brent Skipper addressed the commission during public comment, urging targeted regulation to prevent clusters of tiny homes, sheds, cabins and RV hookups from effectively converting single-family homesteads into commercial rental operations. Skipper framed his remarks as a limited, property-rights-preserving approach: he said the county should consider allowing only one accessory dwelling unit per parcel in unincorporated areas and use special-use permits for commercial land uses that exceed that allowance.
Skipper said such limited ordinances would protect rural character without instituting broad zoning or code-enforcement regimes: "This would allow for family support or a single rental without creating clusters," he said. Commissioners did not take formal action on ordinances at the Feb. 9 meeting; the comment was entered into the record and the meeting adjourned with a 4-0 vote after the public comment.
