The Town Council of Black passed an ordinance designating the intersection of Geneva County Road 4 and South Main Street (County Road 61) as a four-way stop and asked the county Road & Bridge department to install the necessary signage. County Engineer Justin Barfield presented the town—s request and explained that the town would reimburse the county for the signs and installation.
The Commission adopted a resolution authorizing Road & Bridge to erect and install the signs in accordance with state and federal traffic-control standards and directed Road & Bridge to bill the Town of Black for the costs; Commissioner Todd Brannon moved the resolution, Commissioner Jeff Hatcher seconded and the motion passed with a recorded vote of 3-0 (Commissioner Weston Spivey had left the room during the vote). The resolution cites Section 32-5A-113, Code of Alabama, which authorizes local authorities to place stop signs or other traffic-control devices on roads under their jurisdiction.
