Blaine County initiates zoning code updates to regulate CAFOs and revise Mountain Overlay

Land Use Director Rachel Martin requested that the Board initiate text amendments to Titles 9 and 10 to create a new chapter for Concentrated Animal Feeding Operations (CAFOs) as required by Idaho Code §67‑6529 and to comprehensively update the Mountain Overlay District and Seasonal Use Overlay map.
Martin said current code lacks CAFO‑specific standards and that staff are processing a CAFO application under conditional use standards while drafting more detailed code. She described the Mountain Overlay updates as intended to improve clarity, usability, and to allow narrowly defined activities (for example vegetation management and rooftop solar) while maintaining protections.
Vice‑Chair Lindsay Mollineaux moved and Commissioner Muffy Davis seconded motions to initiate both amendment packages; both motions passed unanimously. Staff will begin drafting ordinance language and bring proposed code changes back to the Board for review and public hearings.
