Facility Manager Megan Westfall told the board she received an invoice from Havel but requested that payment be delayed because "Havel has not been doing any preventative maintenance." She said one year remains on Havel’s contract and that she will forward the contract to County Attorney Jim Forcum for review; Havel remains the only vendor authorized to work on the building controls, per the transcript.
Westfall also reported Resolve Tech repaired leaks in the Circuit courtroom and portions of the third floor, but that first‑floor HVAC is not working. She asked the commission to allow staff to solicit quotes from other HVAC contractors to service all units and said the courthouse lawn needs grading and shrub removal; she plans to obtain a quote from Top Notch for presentation at the next meeting.
