Board approves procurement guidelines and construction-management-at-risk for courthouse renovation

The Dinwiddie County Board approved procurement guidelines May 5 to allow the use of design-build and construction-management procurement methods for county construction projects and specifically voted to use the construction management-at-risk (CMAR) delivery method for the planned courthouse renovation. Deputy County Administrator Anne Howerton presented the guidelines and recommended board approval; "Our recommendation is of approval of the resolution before you," she said.
County Engineer Frank Halton described the justification for CMAR: difficult site logistics, the requirement that the courthouse remain open and serving court functions during construction, an accelerated completion schedule and complex phasing that will require close pre-construction coordination. "The construction must be completed as quickly as possible to minimize disruptions to the operations," Halton said. The board approved both the procurement guidelines and the CMAR resolution by roll call vote.
