The board turned to a separate multi-meeting effort to revise its rules of procedure, with staff saying the changes came from a joint review among several local boards and commissions and that the Planning Commission's 2023 update would be a reference point.
A member proposed adding a provision about talking to the press so that individual statements are not read as official board positions: "If I'm speaking, I'm not speaking for the board," the member said. The board agreed to add a short policy to address third-party communications and to clarify whether the chair or the board signs notices in particular cases.
Members proposed a piecemeal, page-by-page approach across several meetings (assigning articles or sections in advance) so the group can update the document without it taking a year. Attendance and reappointment rules were also discussed; the board noted an 80% attendance expectation and flagged several current members who may exceed allowable absences.
Staff will circulate edited versions and the group agreed to focus on articles 1 and 2 at the next meeting, with assignments and advance review to accelerate completion.
