City staff presents draft FY27 APP including parks, sewer work and regional fire financing

Mr. Dirks presented a draft Fiscal Year 2027 Annual Project Plan (APP) to the council as a working document and asked for feedback ahead of a formal adoption vote at a future meeting. He said the draft aims to reduce staff time spent on APP tasks and highlighted several project areas including wetland park elevated crossings and ADA-accessible pathways, sewer inflow and infiltration reduction starting at one end of the city, a booster design for reservoir infrastructure, and upcoming RFPs for on-call engineering and IT/phone services.
Mr. Dirks said, "So this is just the draft. We're not looking to adopt or anything, basically based off of our conversation at the retreat back in February." He described a planned multi-year approach to regional fire service work and noted upcoming technical engagement and community outreach on park and other initiatives. Councilors asked clarifying questions about property tax work and advocacy with state legislators; staff said conversations are underway with Sen. Gorsek and local representatives and that the city may reintroduce a prior bill from 2025.
The presentation was informational and councilors asked for continued updates and a more detailed staff debrief on specific capital projects at future meetings.
