Engineers tell board Route 4 elevation and groundwater limit excavation options

Engineers for the proposed performing-arts center told the board that site-specific hydrology and subsurface drainage limit how deep footings can be placed without channeling groundwater toward Route 4.
"There is an actual bottom we can't go below, and that is Route 4," the engineer said, describing the relationship between footing drains and natural drainage systems. The engineer gave elevation figures used on the plans: the top of the hill is roughly 727 feet above sea level and Route 4 roughly 706 feet.
Board members repeatedly asked for documentation tying those numeric claims to hydrogeologic evidence. "I would lay a great deal of emphasis on your analysis of why you don't wanna dip lower than Route 4," one member said, urging a formal report from the hydrogeologist and civil engineers to demonstrate the exceptional condition needed for a variance.
Presenters agreed to provide further technical detail during the due-diligence period; the meeting did not include a formal vote on any technical waiver.
