City administrator details water intake options, $50K feasibility grant and $1M campground grant pitch

The city administrator briefed the Vernonia City Council on multiple water-infrastructure items on July 6, including a feasibility study for the municipal water intake and a large campground grant application.
The administrator said consultants (FCS) have provided possible dates for a first draft of the SDC (system development charge) increase study and that the SIP (Sustainable Infrastructure Planning) project has proposed three intake-feasibility options and is meeting with the Division of State Lands to review environmental constraints. "Their job in this grant is to review the feasibility of those 3 options and the financing for those 3 options to see what's most advantageous for the community," the administrator said. The grant for the SIP study is approximately $50,000 and is intended to fund the evaluation.
Staff also said the city applied June 3 for a campground phase-1 grant requesting $1,000,000; if the application advances, the city will present the project in Salem (Ramada) between Sept. 29 and Oct. 1. The administrator told council the feasibility work is expected to be completed by the end of the year and that potential fixes range from rearming an opposing bank to installing a new intake pipe to deeper water; any selected option will need funding choices (partial grant, loan or use of reserves) and coordination with fish-bearing-stream regulators. No design or funding decision was made at the meeting; staff will return with the consultant draft and financing options.
