Keith Green called the operator "untrustworthy" and said the community has been harmed by previous operations. Matthew Keller and others repeatedly asked regulators to consider whether repeated fines have produced meaningful corrective action and whether awarding another permit effectively rewards noncompliance.
No representative of the operator spoke at the hearing to rebut the allegations, and no enforcement documents were produced on the record. Speakers asked ADEM to verify past compliance records and clarify what penalties entailed before proceeding.
