City staff asked council to authorize the city manager to finalize and execute the construction agreement issued by FDOT for the Grand Boulevard/US‑19 multi‑vehicle crossing project.
Interim City Manager Sala Carey described the agreement as a required step to secure the FDOT permit and said once permitted the city can go out to bid. "This is the final part of getting that permit," Carey told council. Engineering and drainage materials have been provided to FDOT and staff expects permit clearance within roughly 30–60 days, after which the city will publish a bid package and begin procurement for construction.
Council moved and seconded approval with amendments recommended by the city attorney; the motion carried by voice vote. Staff said the anticipated construction is not extensive and primarily augments the west side of the crossing, and that they will coordinate with event scheduling so the completed crossing could be available for end‑of‑year community events if timelines permit.
