City planning staff and a consultant walked the Newport Planning & Zoning Commission through a substantial draft revision to the city's zoning ordinance, calling the session an informational workshop rather than a decision meeting.
"This is essentially a workshop. It is not for action tonight," Brian Steffen told the commission as he introduced the draft and the consultant who prepared it. Wendy Mueller of Compass Point Planning told the commission the update is largely a cleanup and reformatting of existing regulations, moving many rules currently in appendices into the main chapters and clarifying who is responsible for review and enforcement.
The draft is being introduced across roughly six chapters, staff said, and will be considered in multiple review sessions before the commission makes any formal recommendation to the city commission. "We anticipate 1 to 2 more informational sessions before we come back to the commission and ask for a recommendation to the board of commissioners," Steffen said. Commissioners used the workshop to probe changes to district names, procedural streamlining, and how the update ties into the comprehensive plan.
Staff emphasized that the update is not intended to change policy goals but to reduce confusing language and fix conflicts revealed by a recent code audit. The commission did not take any votes; staff said a revised zoning map and further materials will be provided at a future meeting.
