Presenters warned council that the proposed alignments would affect private property near the Castle Creek crossing. Jacobs' visualizations show the new alignment coming close to the privately owned Burger cabin; the ROD had assumed the cabin would be relocated on the property, but staff said they have not negotiated relocation with the owner and that feasibility must be reassessed. On the question of outright acquisition or condemnation, staff said a condemnation of at least one private residence is a plausible scenario under some configurations; a Jacobs speaker summarized the risk as speculative but real and noted some impacts may be temporary construction easements while others could be permanent.
