District approves mitigation agreement with Tri Pointe Homes; seeks additional developer fees to fund facilities

The Lammersville Joint Unified School District board approved a school facilities impact mitigation agreement with Tri Pointe Homes on June 18 that modifies developer obligations in the College Park area.
Superintendent Nicholas outlined the terms and the district’s strategy: the agreement follows longstanding rules and adds an $400 Mello-Roos component for the parcels in question. "And it's also our 1st foray into saying... they're gonna have to pony up more money... we're gonna ask them for $3,000 per unit, which will raise a nominal amount of money, approximately $2,000,000 when spread out over the projects that'll be built," he said. Nicholas and staff said those funds would be applied to school-site needs such as fields and to recoup prior district investments.
Staff explained the complexity of negotiating with multiple developers in Mountain House, because the area has no single master developer, and described certificate-of-compliance leverage to ensure developers meet conditions before obtaining permits. Trustees thanked staff for the extensive work and voted to approve the agreement by a 5–0 roll-call vote.
At the same meeting the board also approved a resolution to annex property into Community Facilities District No. 2019-1 (Mountain House School Facilities) and a related deposit and reimbursement agreement, which the staff said is necessary to bring projects formally into the CFD framework.
